Chairman | Randy Jennings

Tennessee Department of Agriculture

Randy Jennings serves as NCWM Chairman and is also an NTEP Committee Member. During his year as chairman, Jennings will seek to lead the NCWM in a direction aimed at breaking molds to shape the future in the organization’s pursuit of standards development and organizational administration. Initiatives for the coming year include on-line testing for the emerging National Certification Program, creation of an e-library of training materials and exploring the construction of an on-line comment system that would provide the opportunity for all NCWM members to conveniently submit their position on Conference items for committee review.

Jennings has a Bachelor of Science degree in Agriculture and Chemistry. He currently serves as the Executive Assistant in the Regulatory Services Division of the Tennessee Department of Agriculture. In this position, among other responsibilities, he directs fuels and biofuels work on quality assurance statewide as well as develops rules for petroleum products, biofuels and biofuels blends. His past experiences at the department include serving as the Weights and Measures State Standards Supervisor and Petroleum Quality Administrator.

He is currently the second vice chair of ASTM Committee D02 on Petroleum Products and Lubricants and vice chair of the D02 executive subcommittee. Jennings is active in several D02 subcommittees including D02.A0 on gasoline and gasoline-oxygenate blends; D02.E0 on Burner, Diesel, Non-Aviation Gas Turbine, and Marine Fuels; D02.H0 on Liquefied Petroleum Gas; D02.02 on Hydrocarbon Measurement for Custody Transfer; and D02.08 on Volatility.

Jennings has served as Chairman of the NCWM Fuels and Lubricants Subcommittee (formally Petroleum Subcommittee) and co-chairs the Premium Diesel Working Group. He is a past president and current member of the Southern Conference on Weights and Measures where he serves on the Executive Committee. He is also a member of the Committee on Measurement Quality of the American Petroleum Institute.


Tim_Tyson

Chairman-Elect | Tim Tyson

Kansas Department of Agriculture / Weights and Measures Division

Tim Tyson was appointed to the NCWM Board of Directors in 2007. He serves as the NCWM Chairman-Elect and is a NTEP Committee Member.

Tyson received a Bachelor’s Degree in Animal Science with a minor in Business from Kansas State University. He also earned a Bachelor’s Degree in computer science from Friends University. Tyson works as Director at the Kansas Department of Agriculture, managing the Weights and Measures, Feed and Seed and Grain Warehousing programs.

In 2005, Tyson was elected to the Executive Committee of the Central Weights and Measures Association and from 2007 to 2008, he served as Chairman. Tyson served on the 2007 Tuition Assistance Policy Committee. In 2006, Tyson served on the Beef Producer Drought Payment Committee.


Judy_Cardin

Wisconsin Weights and Measures

Judy Cardin has been involved with NCWM since 1994. She was elected to the NCWM Board of Directors in 2004 and served as Chair from 2007-2008. Cardin currently leads the NTEP Committee, which oversees the operation of the National Type Evaluation Program. The NTEP Committee sets the goals and objectives as well as the operating policies and procedures for the Program which includes eleven participating laboratories that evaluate devices against national performance standards.

A native of Wisconsin, Cardin attended the University of Wisconsin. She joined Wisconsin Weights and Measures in 1994 and currently holds the position of Chief of Weights and Measures.

Cardin has been serving on the Central Weights and Measures Association Executive Committee since 2004 and also served on the Associations Specifications and Tolerance Committee from 2004-2005. She has acted as the Committee Chair for the Nominating Committee since 2008.


Cote

Treasurer | Richard Cote

New Hampshire Division of Weights and Measures

Richard Cote serves as the Treasurer on NCWM Board of Directors. He served as a member of the Professional Development Committee from 2008-2009. He has been a member of NCWM since 1986.

Cote received a bachelor’s degree in business from New Hampshire College. He works as the Director of the New Hampshire Division of Weights and Measures. Cote joined the Division in 1985 as a field inspector. In 1998 he was assigned to serve as a Metrologist. During this tenure the laboratory was accredited by the National Voluntary Laboratory Accreditation Program (NVLAP). In 2003 he was appointed as Acting Supervisor for the Division and in 2004 he was appointed as the Director.

Cote is a member of the Northeastern Weights and Measures Association (NEWMA) and has served on the Laws and Regulations Committee. He served as the vice-chairman of NEWMA in 1998.


Kirk_Robinson

Active Membership - Western Region Representative | Kirk Robinson

Washington Department of Agriculture

Kirk Robinson is the representative for the Western Region on the NCWM Board of Directors.

Robinson attended Evergreen State College and is a graduate of the Evans School of Public Affairs Executive Management Program. Robinson works as Program Manager at the Washington State Department of Agriculture (WSDA) managing the Weights and Measures Program and Commission Merchants Program. He has been active for over 20 years in local and regional conservation programs that assist farmers and ranchers, past member of the Washington State Dairy Federation Board of Directors and served on the Community Hospital Ethics Board. Before joining WSDA in 2005, Robinson was a crop and dairy farmer for 25 years.

He has served as past chair of the Western Weights and Measures Association (WWMA) Professional Development Committee and is currently a committee member of the WWMA Laws and Regulations Committee.


Steven_Malone

Nebraska Division of Weights and Measures

Steve Malone represents the Central Region on the Board of Directors. He is a past Chairman of the NCWM and a past Chairman of the National Type Evaluation Program Committee. Malone serves on the NCWM Education Committee, Executive Committee, Board of Directors and National Type Evaluation Program's Board of Governors.

Steve Malone is the Administrator of the Nebraska Department of Agriculture's Weights and Measures Division. He has 37 years of administrative and technical experience in the field of Legal Metrology. As Administrator of the Nebraska Weights and Measures Program, Malone is responsible for the enforcement of the provisions of the Nebraska Weights and Measures Act. These responsibilities require the annual examination and review of all commercially used weighing and measuring devices and associated equipment for compliance to established standards. Other responsibilities include the sampling and examination of package commodities for compliance with net quantity requirements, packaging and labeling requirements, price verification, registration of service technicians and maintaining traceability of the State's Primary Standards.

Malone was President of Western Meter Inc., a liquefied petroleum gas and refined fuel meter sales, service and Calibration Company. He administers the Nebraska Tractor Engine Testing Law. This program evaluates engine performance to manufacturers' claims using OECD, SAE and ASAE standards.

Additional activities and committees include: Chairman of the NCWM Device Fraud Task Force; Chairman of the Governor's Task Force on Metric Measurement; and as a member of the Nebraska Motor Fuel Tax Task Force. This committee was instrumental in updating the Nebraska Motor Fuel Tax Codes.


Stephen_Benjamin

Active Membership - Southern Region Representative | Stephen Benjamin

North Carolina Department of Agriculture

Stephen Benjamin was elected as the representative for the Southern Region on the NCWM Board of Directors in 2008.

Benjamin holds a Bachelor of Arts in Chemistry and a Bachelor of Science in Biochemistry from North Carolina State University. Benjamin started his career with the North Carolina Department of Agriculture and Consumer Services’ Motor Fuels Section in 1992 as a fuel quality field chemist in the Winston-Salem area. He was promoted to a Chemist position assigned to the lab in Raleigh, in 1996. In 2000 he became the Lab Supervisor and six months later the Program Manager. Benjamin became the Standards Division Director in 2004, which oversees 96 employees in five program areas: Weights and Measures, Fuel Quality, LP-Gas Inspections, the Metrology Laboratory and Grain Moisture Meter Inspections.

From 2006 to 2008, Benjamin served on the Laws and Regulations Committee. Benjamin is a member of ASTM International, Committee D02 – Petroleum Products and Lubricants. He also serves on several committees of the Southern Weights and Measures Association.


Michael Sikula

Active Membership - Northeastern Region Representative | Michael Sikula

New York Department of Agriculture and Markets

Mike Sikula is the current representative for the Northeastern Region on the Board of Directors.

Sikula has a Bachelor’s Degree in Mechanical Technology and for several years maintained certification as an Emergency Medical Technician (EMT). He serves as the safety liaison for the State Bureau and provides safety training to both field and laboratory specialists.

He serves as the Assistant Director of New York State Weights and Measures and has been working for the Bureau for 18 years. Sikula began his career as a Specialist II in the field than worked for a number of years as Specialist III, supervising the eastern half of the state. As Assistant Direct he assists the Director with the daily Weights and Measures operations including the petroleum quality program. Sikula also serves as manager of the state’s metrology laboratory and has a major role in maintaining the lab’s quality system.


Mark_Coyne

Brockton Weights and Measures

Mark Coyne is an At-Large Representative for the Board of Directors. Coyne has previously served on the NCWM Credentials Committee and the Specifications and Tolerance Committee, acting as Chairman in 2002.

Coyne earned a Bachelor's of Science degree in Business Management from Stonehill College in North Easton, MA. For the past 26 years Coyne has worked as a Sealer of Weights and Measures for the City of Brockton, MA. He participated on the first Massachusetts Certification Committee which developed testing standards for Weights and Measures officials.

In addition, Coyne has been active in the Northeast Region Weights and Measures working on the Specifications and Tolerance Committee and Executive Committee. He is currently serving on the Executive Committee for Massachusetts Weights and Measures Association Board.


Stephen_Langford

At-Large | Stephen Langford

Stephen Langford serves as an At-Large member on NCWM Board of Directors and also serves as Chaplain.

Langford earned a Bachelor of Science in Electrical Engineering from the University of Arkansas. He also received a Bachelor of Science in Management Technology from Missouri Southern State University and a MBA from Missouri Southern University. In 1971, he began his career in the weighing industry when he joined Cardinal Scale Manufacturing Company as a design engineer. Since then he has held various positions with Cardinal including Manager of R&D, VP of Marketing and since 1995, VP of Engineering Services.

He has been a member of the NCWM since 1995. He is a member of the Weighing Sector and is president of the Scale Manufacturers Association. Langford is a registered professional engineer in Missouri and Colorado.


Robert_Murnane

Associate Membership Representative | Robert Murnane, Jr.

Seraphin Test Measure

Robert (Bob) Murnane, Jr. serves as the Associate Membership Representative on the NCWM Board of Directors. He is also a member of the Finance Committee.

Since 1979, Murnane has worked for the Indel Inc. family of companies. The group consists of over 60 companies worldwide, mostly related to the metals industries. He started at Consarc Corp. in 1979 as a machine shop apprentice. In 1985, he moved to the CompanyÕs Headquarters, Inductotherm Corporation where he held several positions. His last position there was Plant Manager. Murnane is now the President and CEO of Pemberton Fabricators. There he is responsible for the Amerind, Fabrication, Heat Treating and Seraphin Test Measure Divisions.

He has been a member of NCWM since 1998. He currently serves as the Vice Chair of the Associate Membership Committee. Murnane is also very active in the Western Weights and Measures Association where he serves on the Board of Directors and the Professional Development Committee. Murnane was in the United States Coast Guard Reserve from 1978 to 1984 as an engineer on Search and Rescue boats.
