Chairman | Kurt Floren
Los Angeles County Agriculture Commissioner / Weights and Measures |
Kurt Floren serves as the NCWM Chairman and is a NTEP Committee Member and Finance Committee Member.
Floren attended California State University at Northridge majoring in biology. He works as the Agricultural Commissioner / Director of Weights and Measures for the County of Los Angeles Department of Agricultural Commissioner / Weights and Measures. In this role he administers $40 million annual budget and manages approximately 30 programs for a department of 400 employees in a county of nearly 4100 square miles and over 10 million residents.
He has been a member of NCWM for 20 years and served in various roles throughout this time. In addition, Floren has been active in the California Agricultural Commissioners and Sealers Association fulfilling roles on the Board of Directors as Vice-President, Chairman of the Laws and Regulations Committee, Secretary of the Pest Prevention Committee and member of the Legislative Committee. Floren also serves on the California Certified Farmer's Market Advisory Committee and is a member of the Labor-Management Advisory Council for the County of Los Angeles. He is an active member of the Western Weights and Measures Association and has served as President, Chairman of the Specifications and Tolerances Committee and Chairman of the Laws and Regulations Committee.

Chairman-Elect | Stephen Benjamin

Stephen Benjamin serves as the NCWM Chairman-Elect and is a NTEP Committee Member and Finance Committee Member.
Benjamin holds a Bachelor of Arts in Chemistry and a Bachelor of Science in Biochemistry from North Carolina State University. Benjamin started his career with the North Carolina Department of Agriculture and Consumer Services’ Motor Fuels Section in 1992 as a fuel quality field chemist in the Winston-Salem area. He was promoted to a Chemist position assigned to the lab in Raleigh, in 1996. In 2000 he became the Lab Supervisor and six months later the Program Manager. Benjamin became the Standards Division Director in 2004, which oversees 96 employees in five program areas: Weights and Measures, Fuel Quality, LP-Gas Inspections, the Metrology Laboratory and Grain Moisture Meter Inspections.
From 2006 to 2008, Benjamin served on the Laws and Regulations Committee. Benjamin is a member of ASTM International, Committee D02 – Petroleum Products and Lubricants. He also serves on several committees of the Southern Weights and Measures Association.

NTEP Committee Chair | Tim Tyson
Kansas Department of Agriculture / Weights and Measures Division |
Tim Tyson was appointed to the NCWM Board of Directors in 2007. He serves as the NTEP Committee Chair.
Tyson received a Bachelor’s Degree in Animal Science with a minor in Business from Kansas State University. He also earned a Bachelor’s Degree in computer science from Friends University. Tyson works as Director at the Kansas Department of Agriculture, managing the Weights and Measures, Feed and Seed and Grain Warehousing programs.
In 2005, Tyson was elected to the Executive Committee of the Central Weights and Measures Association and from 2007 to 2008, he served as Chairman. Tyson served on the 2007 Tuition Assistance Policy Committee. In 2006, Tyson served on the Beef Producer Drought Payment Committee.

Treasurer | Mark Coyne
Brockton Weights and Measures |
Mark Coyne is an At-Large Representative for the Board of Directors. Coyne has previously served on the NCWM Credentials Committee and the Specifications and Tolerance Committee, acting as Chair in 2002.
Coyne earned a Bachelor's of Science degree in Business Management from Stonehill College in North Easton, MA. For the past 26 years Coyne has worked as a Sealer of Weights and Measures for the City of Brockton, MA. He participated on the first Massachusetts Certification Committee which developed testing standards for Weights and Measures officials.
In addition, Coyne has been active in the Northeast Region Weights and Measures working on the Specifications and Tolerance Committee and Executive Committee. He is currently serving on the Executive Committee for Massachusetts Weights and Measures Association Board.

Active Membership - Western Region Representative | Brett Saum
San Luis Obispo County Weights and Measures |
Brett Saum represents the Western Region on the Board of Directors. He served a five year term as a member of the Specifications and Tolerances Committee, completing his term as committee chair in 2010.
Saum earned a Bachelor's degree in Geology from California State University, Fresno. For the past eight years Saum has served as Chief Deputy Sealer with the San Luis Obispo County Department of Agriculture/Weights and Measures. In this role he manages the department's Weights and Measures Program, as well as the Information Technology, Administrative Services, and Safety Programs for the department. He began his career as a weights and measures inspector with Fresno County Weights and Measures. He then worked as an Area Device Specialist for the California Division of Measurement Standards, training and overseeing county activities, and later as Program Supervisor for the state's Measurement Compliance Program.
Saum has also been active in the Western Weights and Measures Association (WWMA) serving on the Board of Directors, chairing the Specifications and Tolerances Committee and hosting the 2011 WWMA Annual Meeting.

Active Membership - Central Region Representative | Ronald Hayes
Missouri Department of Agriculture |
Ronald Hayes represents the Central Region on the Board of Directors.
Hayes attended the Missouri University of Science and Technology, formerly the University of Missouri-Rolla majoring in computer science and mathematics. He works as the Director for the Missouri Department of Agriculture, Division of Weights, Measures & Consumer Protection. In this role he provides direction and technical advice for the Device and Commodity Inspection, Egg Quality, Milk Pricing, Fuel Quality, Grain Moisture Meter, Metrology Laboratory and the Petroleum Device and Safety Programs consisting of 70 full-time employees.
A member of NCWM since 1984 Hayes currently serves as the chair on the Fuels and Lubricants Subcommittee. He has been a member of the Central Weights and Measures Association (CWMA) since 1985 and served on the Laws and Regulations Committee and Specifications and Tolerances Committee. Hayes is currently the CWMA's representative to the NCWM Fuels and Lubricants Subcommittee. He has also been very active in other organizations including the NCWM Automatic Temperature Compensation Steering Committee, the National Biodiesel Research and Brainstorming Workshop, the National Biodiesel Conference and Expos and the U.S. National Work Group for the Development of Commercial Hydrogen Measurement Standards. He has also served on numerous subcommittees for ASTM International Committee D02 on Petroleum Products throughout his career.

Active Membership - Southern Region Representative | Terence McBride
Memphis Weights and Measures |
Terence McBride was elected as the representative for the Southern Region on the NCWM Board of Directors in 2011. He served as a member of the Laws and Regulations Committee and the Credentials Committee.
McBride holds a Bachelor of Science from the University of Southern Mississippi and an Associate of Science Computer/Instrumentation Engineering from State Technical Institute of Memphis. He started his career as a Quality Assurance Coordinator Ambient Air Monitoring and Mobile Sources in Shelby County Tennessee. McBride now works as a Manager for the Memphis Motor Vehicle Inspection/Weights and Measures Bureau. In this position, among other responsibilities, he oversees the coordination of the weights and measures services provided by the city of Memphis, develops and manages the budget, responsible for hiring of personnel and the procurement of equipment, development and implementation of weights and measures laws and procedures for Memphis. McBride also coordinates weights and measures activities with the State of Tennessee Department of Agriculture Weights and Measures Division.
In addition, McBride has been an active member of NCWM for the past 12 years and a member of the Southern Weights and Measures Association for 15 years.

James Cassidy is the current representative for the Northeastern Region on the Board of Directors.

At-Large | John Gaccione
|
John Gaccione is an At-Large Representative for the Board of Directors. Gaccione has previously served on the Laws and Regulations Committee, acting as Chair in 2011.
Gaccione earned a Bachelor's of Science degree in Geography from State University of New York, College at Oneonta. For the past 25 years Gaccione has worked at the Westchester County, New York Weights and Measures/Consumer Protection Department. He began his career as a Field Inspector and then advanced to a Senior Inspector. Gaccione was then promoted to Deputy Sealer and has been the Sealer of Weights and Measures since 2007.
In addition, Gaccione has been active in the Northeast Weights and Measures Association working on the Laws and Regulations Committee. He is currently serving as the President of the Southeastern Weights and Measures Association of New York.

At-Large | Stephen Langford

Stephen Langford serves as an At-Large member on NCWM Board of Directors and also serves as Chaplain.
Langford earned a Bachelor of Science in Electrical Engineering from the University of Arkansas. He also received a Bachelor of Science in Management Technology from Missouri Southern State University and a MBA from Missouri Southern University. In 1971, he began his career in the weighing industry when he joined Cardinal Scale Manufacturing Company as a design engineer. Since then he has held various positions with Cardinal including Manager of R&D, VP of Marketing and since 1995, VP of Engineering Services.
He has been a member of the NCWM since 1995. He is a member of the Weighing Sector and is past president of the Scale Manufacturers Association. Langford is a registered professional engineer in Missouri and Colorado.

Associate Membership Representative | Gordon Johnson

Gordon Johnson serves as the Associate Membership Representative on the NCWM Board of Directors. He is also a member of the Finance Committee.
Johnson received an Associate's Degree in Electronics Technology from the United Electronics Institute and a BS in Industrial Technology-Electronics from North Carolina A&T State University. He has been with Gilbarco, Inc. since 1975 holding various positions in quality assurance, manufacturing engineering and regulatory. Today Johnson works as a Manager in Regulatory Engineering. In this position he manages all of Gilbarco's safety and weights and measures approvals for North America.
He has been a member of NCWM for over 20 years and is also very active in all the Regional Associations and NTEP Sectors. He currently serves on the Underwriters Laboratories Technical Review Committee. Johnson has been a member of the Sedgefield Presbyterian Church for the past 45 years and enjoys pistol shooting.
